they do that to everyone. that note will only achieve one thing: they will now drop kick your packages onto your porch instead of just leaving them there or leaving.
The previous fedex delivery person, who delivered packages to my previous house, actually did knock on the door, and wait for a reasonable amount of time before leaving. So I know at least *one* of the fedex delivery people around here is actually helpful.
The UPS deliveryperson -- who's the same for this house as for the previous house -- not just waits, but pays attention to the names on the packages, and when somebody sent something to our previous house, brought it to the new one because he'd recognized that we'd moved.
I wonder if it has something to do with where you are on their route. Late in the day? If so, they may just be blowing you off, to get their route finished.
I've had this problem with every single delivery service (although not every individual in every service). We put a sign out saying "[Delivery service] leave package with tracking number [number]" and sign it. Then they usually don't require an in-person signature. (It's safe to leave most packages here; dunno if that's true where you live.)
Most of the deliveries get left on the porch -- we've got a great porch for that. And both fedex and ups have a signature on-file with a "please leave all packages on the porch" note. But lately we've gotten a spate of packages specifically marked "do not leave without signature" -- two of the housemates have been ordering computer equipment and other expensive things.
